HCFA defines a PSO (one type of Coordinated Care Plan) as either a public or private organization that is established or organized, and operated, by a health care provider or group of affiliated providers providing a substantial proportion of the health care services directly through the provider or group, and in the case of a group of affiliated providers, the providers share substantial financial risk for the provision of services under its contract and have at least a majority financial interest in the PSO.
